简要规格描述或项目基本概况介绍、用途：为提高高东镇养护管理水平，探索采用“协同机制、共同推进、统一管理”的管养模式，实现环卫、市政******城市管理“一管到底”，发挥一体化的管养优势。为此，拟通过公开招标的方式，选取一家合格的供应商进行高东镇养护一体化服务。（具体详见第三章服务需求书）

Brief specification description or basic overview of the project: In order to improve the maintenance and management level of Gaodong Town, explore the use of the management and maintenance model of "coordination mechanism, joint promotion, and unified management" to realize the all-round maintenance of environmental sanitation, municipal administration, city appearance, and river, so as to further cover all kinds of dead ends and management blind spots, consolidate the governance foundation of the grid area, truly realize the "one management to the end" of urban management, and give full play to the advantages of integrated management and maintenance. To this end, it is planned to select a qualified supplier to carry out the integrated maintenance service of Gaodong Town through public bidding. (For details, please refer to Chapter 3 Service Requirements)

合同履约期限：至2025年12月31日止。（各部分工作服务开始时间详见第三章服务需求书）

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.

（4）本项目不允许转包。
